Mathew retired as Chief Secretary, Government of Rajasthan India. Prior to this position, he served Government of India on various senior level administrative positions in multiple Departments like Department of Disaster Management, Department of Finance and Policy Planning, Principal Secretary Education Department Rajasthan, Department of Energy and Water Resources etc. He holds a PhD in English Literature on the poems of Emily Dickinson. He has written a book and multiple articles on various developmental issues.
